It is not, for two reasons most coverage skips: it is charged per customs declaration line rather than per parcel, and it is not refunded when the order comes back. For brands shipping low-value, multi-item orders into the EU from outside it, those two details decide whether a range is still profitable.

What actually changed on 1 July 2026

The EU removed the €150 customs duty exemption for low-value imports. Goods valued at €150 or less previously entered free of customs duty, though import VAT applied from the first euro. In its place, qualifying B2C shipments of €150 or less now carry a temporary €3 duty. Three dates matter:

1 July 2026 — the temporary €3 duty came into effect for eligible low-value B2C imports. Standard duty rates continue to apply to B2B imports of all values.

1 November 2026 — product identifier requirements become mandatory. A separate EU customs handling fee may also be introduced.

1 July 2028 — the temporary flat duty is scheduled to end, replaced by normal customs tariff rates.

The duty applies across all 27 EU member states, and it does not replace VAT. Import VAT still applies under existing rules, with the duty sitting on top. For the wider picture, see our European supply chain update.

Why “€3 per parcel” is the wrong way to model it

This is the detail that changes the maths, and most summaries get it loose. The duty is charged per customs declaration line — generally each unique HS code and, where applicable, country of origin in the shipment. It is not a single flat charge applied once to the parcel.

A customer ordering one T-shirt pays one charge. A customer ordering a T-shirt, a pair of socks and a cap — three different product types, three different HS codes — generates three declaration lines on the same parcel.

That inverts the usual advice. Encouraging larger baskets normally improves your shipping economics, because one parcel carries more revenue. Under this rule, a larger basket made of more product types can increase the duty rather than dilute it.

The returns problem nobody is pricing in

Customs duty paid on an outbound shipment may not be automatically refunded if the goods come back.

For most categories that is an irritation. For fashion, footwear and consumer electronics — where return rates run from a quarter to a third of orders — it is a structural cost. You pay on every order that goes out and do not get it back on the ones that return.

Run it against a realistic mix. A fashion brand shipping 1,000 low-value orders a month into the EU, averaging two product types per order, pays duty on 2,000 declaration lines. At a 30% return rate, roughly 600 of those lines generated no revenue at all and the duty on them is likely unrecoverable.

That is before the VAT effect, before any carrier clearance fee, and before the handling fee expected from November.

Which orders this actually hurts

A flat charge is regressive, so the damage concentrates in a predictable place.

Low-value orders. A single charge on a €120 order is 2.5%. On a €30 accessory it is 10% before VAT. Samples, replacement parts, consumables and impulse-priced ranges feel it hardest.

Multi-type orders. Bundles and mixed baskets multiply declaration lines. A gift set containing four different products is four lines.

High return-rate categories. Duty paid out, not returned in.

Anything shipped from outside the EU. This is the one that is actually fixable, and it is the point of the next section.

The distinction that decides whether you pay it at all

The duty applies to goods entering the EU. An order shipped from stock already held inside the EU customs union is a domestic movement between member states — no customs entry, no declaration lines, no duty.

So the same €40 three-item order to a German customer behaves in two different ways:

Shipped from outside the EU — the UK, Norway, Switzerland, the US or Asia — it generates three declaration lines, carries the duty on each, raises the VAT base, risks a carrier clearance fee, and may need a product identifier for every product type from November.

Shipped from stock inside the EU — none of it applies. It is a domestic parcel.

Most advice on this change is about paying the duty more smoothly: display it at checkout, ship Delivered Duty Paid, keep HS codes clean. All sensible, and still necessary for volume you genuinely must import. But for a brand selling steady volume into Europe, the larger decision is where the stock sits in the first place.

Efulfilment Europe dispatches from Almere in the Netherlands. Stock held there is already inside the EU customs union, so orders to EU member states move as domestic shipments rather than imports.

What to do before November

Count declaration lines, not parcels. Model the duty against distinct product types per order. If you have been modelling €3 per parcel, your exposure is understated.

Add the return leg. Multiply by your return rate per category and treat that portion as unrecoverable until your customs adviser confirms otherwise.

Prepare product identifiers. From 1 November, a merchant identifier and a non-standardised manufacturer identifier such as an SKU are required for each product type. Catalogues with generic descriptions will not pass.

Check your IOSS position. Under the new rules the seller is the declarant and legally responsible for customs clearance, rather than the receiver.

Decide on EU stock. For anyone shipping consistent low-value volume into the EU, this removes the problem rather than managing it.

Frequently asked questions

Is the €3 EU duty charged per parcel or per item?

Neither exactly.
