Every B2C order sold online to an EU consumer and shipped from outside the EU must carry product identifiers (PIDs) on its customs declaration. Parcels without them can be held, checked or rejected at the border \u2014 and the deadline lands about four weeks before Black Friday, exactly when a customs hold costs the most.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What changes on 1 November<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Two separate changes land on the same day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Product identifiers become mandatory.&nbsp;The rule comes from Commission Delegated Regulation (EU) 2026\/1022. Since 1 July 2026, sellers could supply PIDs voluntarily with no penalty. From 1 November, missing or incorrect data counts as a customs infringement.<br><\/li>\n\n\n\n<li>A \u20ac2 Union handling fee starts.<strong>&nbsp;<\/strong>Delegated Regulation (EU) 2026\/2152, published on 22 October 2026, sets the EU handling fee&nbsp;at \u20ac2 per item on distance sales from outside the EU, whatever the order value. It sits on top of the <a href=\"https:\/\/www.efulfilment.eu\/en\/what-the-e3-eu-duty-means-for-your-margins\/\">temporary \u20ac3 customs duty<\/a>&nbsp;that has applied to low-value consignments since 1 July 2026, and VAT is calculated on top of both.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first is a data problem. The second is a cost problem. Both hit the same orders.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Which shipments are in scope<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The requirement covers <strong>distance sales of imported goods<\/strong>: products sold online to EU consumers \u2014 through your own webshop or a marketplace \u2014 and shipped from outside the EU. B2B shipments to VAT-registered businesses are generally out of scope.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On value, sources disagree. The Commission\u2019s customs guidance&nbsp;of 5 October 2026 links PIDs to consignments of \u20ac150 or less. Several carriers and marketplaces, including eBay, ask for them on every B2C import regardless of value. The codes are declared under data element 12 03 000 000 on H1, H6 and H7 import declarations.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Where sellers get caught out<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Five situations cause most held or rejected declarations.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bundles and multi-product parcels.&nbsp;A gift set with three products needs three sets of PIDs. One code for the whole box does not pass.<\/li>\n\n\n\n<li>Size and colour variants.&nbsp;A T-shirt in M and L is two products. Shared codes across variants count as wrong data, which <a href=\"https:\/\/www.efulfilment.eu\/en\/industries\/fashion-fulfilment\/\">matters most in fashion<\/a>, where one style can run to dozens of SKUs.<\/li>\n\n\n\n<li>Products without a barcode.&nbsp;Allowed \u2014 the S-PID is only required where one exists, and exception code Y081 is declared instead. Placeholders such as \u201cN\/A\u201d or \u201cTBC\u201d are not.<\/li>\n\n\n\n<li>Missing manufacturer codes.&nbsp;The NS-PID must come from the manufacturer or supplier, and if none exists, one has to be assigned. This is usually the slowest step.<\/li>\n\n\n\n<li>Data that never reaches the carrier.&nbsp;Codes sitting in a supplier spreadsheet do nothing. Carriers also accept PIDs in different fields \u2014 FedEx, for example, wants them on the commercial invoice, with \u201cS-PIDNO\u201d where there is no barcode.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Why the timing hurts: peaks, fragile goods and returns<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Every data gap surfaces in the busiest weeks of the year.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Seasonal peaks.\u00a0A parcel held during Black Friday week becomes a late delivery, a support ticket and often a cancelled order.<\/li>\n\n\n\n<li>Delicate items.&nbsp;Parcels pulled aside for manual checks are opened and handled more often \u2014 an added risk for glassware, ceramics and <a href=\"https:\/\/www.efulfilment.eu\/en\/industries\/cosmetics-fulfilment\/\">cosmetics<\/a>.<\/li>\n\n\n\n<li>Returns.&nbsp;Customers sending items back to a warehouse outside the EU wait longer for refunds, and every return is a second cross-border movement.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Why the same order needs PIDs or not, depending on where your stock sits<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is the point most PID guides skip. The requirement, the \u20ac3 duty and the \u20ac2 handling fee all apply to parcels <strong>entering<\/strong>&nbsp;the EU as distance sales. An order shipped from stock already held inside the EU customs union is a domestic movement \u2014 no per-parcel import declaration, so no PIDs, no duty and no handling fee on that order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So the same \u20ac40 order to a customer in France behaves in two different ways:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Shipped from the UK, the US or Asia&nbsp;\u2014 it needs three codes per product, carries the \u20ac3 duty, \u20ac2 per item and VAT on both, and can be held at the border.<\/li>\n\n\n\n<li>Shipped from stock inside an EU fulfilment centre&nbsp;\u2014 none of that applies. It is a domestic parcel on European shipping rates.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stock still has to be imported, in bulk, under normal customs rules with duty and import VAT, and you will need to meet your EU VAT obligations. That is one declaration per inbound shipment, not one per order. Check the details with your customs or VAT adviser.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What to do before your next shipment<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Export your EU-bound catalogue&nbsp;and add three columns: M-PID, NS-PID and S-PID.<\/li>\n\n\n\n<li>Give every variant its own SKU&nbsp;so each size and colour has a unique merchant code.<\/li>\n\n\n\n<li>Request manufacturer codes from suppliers now.&nbsp;Start here \u2014 it takes longest.<\/li>\n\n\n\n<li>Add EAN or GTIN barcodes&nbsp;where they exist, and flag the rest for Y081.<\/li>\n\n\n\n<li>Confirm the format with each carrier&nbsp;and send test shipments before peak volumes start.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.efulfilment.eu\/en\/pricing\/\">Model the landed cost<\/a>&nbsp;of your low-value lines with the duty and handling fee included, and compare it with fulfilling from EU stock.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Efulfilment Europe runs fulfilment centres in the Netherlands, Germany and Spain, with access to <a href=\"https:\/\/www.efulfilment.eu\/en\/carrier-options-ecommerce-shipping-costs\/\">75+ carrier options<\/a>.
